It pans the harbour, Quidi Vidi Lake, Fort Amherst and The Narrows, and out to sea as far as Cape Spear, the most easterly point of land in North America. At various times you'll see the city, icebergs, ships, and if you have extraordinary eyesight, a humpback whale or two. In the event of rain, snow, freezing rain, low cloud, fog, heavy fog, really heavy fog, or all of them together (it does happen... look here), you'll see absolutely nothing."
